Expatriates Unit
Overview
EU nationals who wish to reside in Malta for more than three (3) months, and are in possession of a valid certificate rendering them permanent residents as stipulated under the Residents Scheme Regulations, Subsidiary Legislation 123.79, may do so.
What you’ll get
A residence document reflecting the applicant’s permanent right of residence for five (5) years.
Eligibility
Applicants in possession of a certificate issued before 1st January 2011 may be eligible to reside in Malta on such basis. The EU national must also be in possession of an updated confirmation that he/she is still considered to be a permanent resident under such scheme. The applicant must also prove that he/she is in possession of a valid comprehensive sickness insurance cover in Malta for him/herself and his/her family members. It is the EU national’s obligation to ensure that throughout his/her stay in Malta, under the basis of the residents’ scheme regulation, they are in possession of a valid comprehensive sickness insurance.
Only applicants who are already in possession of residence card under the Residents Scheme Regulation can renew their residency card under the same basis. New applicants registered under the Residents Scheme Regulation shall apply under the Economical Self Sufficient basis.
Documents required
An email may be sent to eu.identita@gov.mt where an appointment will be set for the applicant to submit their application and for biometrics to be captured. Non-EU family members applying under this scheme must apply through the Non-EU section.
Upon appointment the applicant shall provide the below:
- Copy of valid Foreign ID (front and back copy) or Passport (bio data page only)
- Confirmation by the Commissioner for Revenue confirming that the applicant satisfies the conditions of the Resident Scheme Regulation.
- Receipts of Income Tax returns.
- Health Insurance Policy providing medical treatment including inpatients’ and outpatients’ hospitalisation coverage in Malta or S1 certificate issued by the country of origin or the Entitlement Certificate if the applicant is already in hold of the said certificate.
- Application Form S signed in wet ink signature or Advanced Electronic Signatures (AES) or Qualified Electronic Signatures (QES)
- GDPR Form signed in wet ink signature or Advanced Electronic Signatures (AES) or Qualified Electronic Signatures (QES)
Note: Any document (excluding S1, A1 or S072) needs to be either in English or Maltese language, otherwise needs to be officially translated to English or Maltese by a verified
Kindly note that applicants in hold of a valid or expired residence card shall return their residence card upon biometric appointment. If your residence card is lost, a Police Lost Report issued here in Malta needs to be presented upon appointment.
Timeline
The entire process takes approximately 30 working days.
