If a national of an EU or EEA Member State intends to reside and/or work in Malta for a period exceeding three months, they are required to register their residence with Identità through the designated online portal, accessible via the following link: https://expatriates.identita.gov.mt/. Upon successful registration, a Maltese residence card will be issued in accordance their scope of residence in Malta

If your stay is for a maximum of three months, you do not need to register yourself. An EU/EAA and their family members, can apply for the residence card at their earliest as long as their intention is to reside in Malta for longer than three months. EU national applicants may reside and work in Malta without a residence card; however, their employment must always be registered with Jobsplus.

In accordance with EU law, any EU national who intends to reside in Malta for a period exceeding three months is required to apply for a residence card.

Application can only be submitted once the Eu national / and his family members will be residing in Malta . Please note that proving your identity at a Maltese mission abroad is not possible.

No fee is applicable for first-time registration, renewal, or for updating any personal details on a Maltese residence card.
A replacement fee of twenty-two euro (€22) applies in cases where a valid residence card has been lost or stolen, while a fee of sixteen euro and fifty cents (€16.50) applies in instances where a valid residence card has been damaged.

When one attends their biometric appointment, applicants need to present:

• the same valid traveling document registered through application
• the same report filed with the police in Malta, if your card is lost or stolen

Appointments may only be scheduled once the applicant has submitted all the required documentation through the online portal. A guided invitation letter will then be sent to the applicant via email, using the same email address provided during registration.

First one needs to check with the competent authority if they are entitled to S1 or S072. Then the Entitlement Certificate can only be issued, when the applicant will present the below documents to the Entitlement Unit which are based next to St Luke’s Hospital in Gwardamangia.

• the S1 or S072

If an EU citizen or their family member is not paying social security contributions in Malta, or if the EU national is not entitled to an S1/S072 form or does not hold a valid Entitlement Certificate, the European Health Insurance Card (EHIC) will not be accepted for those intending to reside permanently in Malta. The EHIC only provides access to necessary medical healthcare during a temporary stay in any EU or EEA Member State.

A Union citizen who has resided legally for a continuous period of five years in Malta and his family members who are not nationals of a Member State and who have legally resided with him in Malta for a continuous period of five years, may apply for a residency card under the permanent basis which will be issued with 10 years expiry date.

Once permanent residence is acquired, the Union citizen and his family members shall only lose such status of permanent residence through absence from Malta for a period exceeding two consecutive years.

Only applicants who are already in possession of residence card under the Residents Scheme Regulation can renew their residency card under the same basis. New applicants registered under the Residents Scheme Regulation shall apply under the Economical Self Sufficient basis.

Special characters, such as German umlauts or any other symbols not related to Maltese accents (à, è, ì, ò, ù), will not be registered. The agency will follow the personal details as they appear in the Machine Readable Zone (MRZ) of the applicant’s travel document , however MRZ practices may vary depending on the issuing country.

The agency will process applications strictly based on the details appearing on the travel document provided. Applicants who wish their residence card to reflect their married surname must first update their travel document to include the new surname.
French applicants whose travel documents contain the abbreviation “ép.” between two surnames (the second being that of the spouse) will have only the first surname registered on their residence card.

The Biometric Receipt is a temporary document issued upon completion of the biometric appointment. It includes the applicant’s name and surname, address, photograph, signature, and residence card registration number.

The validity of such residence card shall be of five years from the date of issue or for the envisaged period of residence of the Union citizen, if such period is less than five years

Although applicants will be invited to attend their biometric appointment, this invitation does not imply that their application has been approved, accepted, or finalized. An additional vetting process will be carried out, which may affect the overall processing time. Delays may occur if the application is incomplete or if the reviewing officer requests further documentation.

Applicants are advised to regularly check their email inbox including the spam or junk folder, for any correspondence or additional requests. They should also monitor the status of their application through the registration portal. Once approved, the portal status will be updated to “Collection letter posted to registered address.”

Applicants can confirm if their application was finalized and collection letter was sent to their registered address through the status available on their registration portal, as it will be marked ‘Collection letter posted to registered address’

Family members who are not nationals of a Member State shall be required to have an entry visa, unless they are already in possession of a valid residence card, and no entry or exit stamp shall be placed in the passport of such family members in possession of a valid residence card. If you are an EU citizen yourself and you believe you meet the conditions for other grounds for residence rather than your family member, for example as a worker or a self-supporting individual, you can change your type of application by submitting your application on these grounds through the Eu portal https://expatriates.identita.gov.mt/ using the same registration number (the one ending in letter A)

If you are a third-country national or Eu citizen registered under the basis of Family Member of Eu and the Eu sponsor has been divorced/ separated, has died or your spouse has moved away from Malta, one shall send an email to eu.identita@gov.mt with all the information and proof for further guidance.

An Apostille or Legalization enables a certificate or document issued in one country to be recognized as valid in another country. Certificates (exp. birth/marriage/death) or documents (exp. court custody/separation/divorce) issued by the authorities of a Member State do not need to be apostilled or fully legalised, only certificates and documents issued from Non Eu country needs to be either apostilled or fully legalized as to verify the authenticity of the signature and seal of the official who has issued the certificate or document.

The registration of your right of residence as an EU citizen or your residence card for a family member of an EU citizen will be terminated in the following cases:

• You have moved away from Malta (residence card must be returned to the agency in person or by registered post, along with dated and signed letter confirming your renunciation of residence card)
• You have obtained the registration by knowingly providing false information
• You are deported from Malta
• You become a Maltese citizen
• Person who becomes an unreasonable burden on the social assistance system, may be removed from Malta

If you are an EU national who is newly employed or changing your employer, the new employer must submit an Engagement Form – Employed to Jobsplus on the same day your employment commences.

If you have been granted a residence document based on your status as a paid worker and you lose your job, regardless of whether you were fired or resigned yourself, one needs to change their type of application to jobseeker. Unless you meet the requirements for other grounds for residence, example as a self-supporting person, one must submit their application on these grounds.

If you would like to remain in Malta after losing your job, and you haven’t found a new job, it is important that you sign up with Jobsplus Unit as a jobseeker.

EU nationals who are exercising their right of free movement in Malta, and are either employed, self-employed, economically self-sufficient, or studying, may have their immediate family members join and accompany them in Malta.

The family members who may join the EU national can be their spouse, a durable partner with whom the EU national has been in a relationship for at least two (2) years, and any children under the age of twenty-one (21).

Children over the age of twenty-one (21), parents and parents-in-law of the EU national, may also be granted facilitation to join the EU national in Malta provided it can be proven to the satisfaction of Identità that such family member is fully dependent on the EU national.

Continuity of residence shall not be affected by:

• temporary absences not exceeding a total of six months in each year
• or absences of a longer duration for compulsory military service
• or one absence of a maximum of twelve consecutive months for important reasons including pregnancy and childbirth, serious illness, study or vocational training, or a posting in another Member State or a third country

Once permanent residence is acquired, the Union citizen and his family members shall only lose such status of permanent residence through absence from Malta for a period exceeding two consecutive years.

  • The berth number

  The invoice must also show payment for services, such as electricity and/or water.

Upon collection one must present applicant’s biometric receipt and their collection letter which will be received by post in the address registered.
