Expatriates Unit
Overview
EU nationals who wish to reside in Malta for more than three (3) months, and are economically self-sufficient, must register their presence in Malta and may do so, provided that they demonstrate sufficient resources confirming such eligibility.

Eligibility
The applicant must prove that they have sufficient resources, ensuring that they do not become a burden on the social benefits system in Malta. The resources available to the EU nationals shall be deemed sufficient if they are equivalent to the minimum means that determine the grant of social assistance to Maltese nationals. The applicant must also provide proof that they have a valid comprehensive sickness insurance cover in Malta.
Documents required
- Applicants may apply through the Expatriates Unit Portal under Self-Sufficient basis
- If you are already in hold of a Maltese residence card, use the same registration number (the one ending in letter A)
- Copy of valid Foreign ID (front and back copy) or Passport (bio data page only)
- Copy of proof of sufficient means example, copy of pension/secure bonds/ document issued from the Commissioner for Revenue(CFR)/ bank statements which amount to at least the minimum means which determine the grant of social assistance to Maltese nationals;
- Copy of the comprehensive health insurance or S1 certificate issued by the country of origin or the Entitlement Certificate if the applicant is already in hold of the said certificate
- Only applicants who are receiving Maltese Government Pension are not required to provide comprehensive health insurance
- Those in possession of authorisation to reside in Malta on the basis of the scheme by the Commissioner of Revenue including the Malta Permanent Residence or Retirement Programme, the applicant would need to provide, copy of the document issued from the Commissioner for Revenue (CFR), along with the comprehensive health insurance or S1 certificate issued by the country of origin or the Entitlement Certificate if the applicant is already in hold of the said certificate
- Those in possession of providing services, not in the form of employment, with a Host entity (such as, a Voluntary Organisation, Internship company), will need to provide an alternative document to that attesting to their sufficient means. A document from the Host entity confirming the purpose of residence, the duration of stay and place of residence. Such document must confirm that such entity will be ensuring that the EU national does not become a burden on the State, and that all financial needs of the EU national, and of their family members who are joining and accompanying them in Malta, along with the comprehensive health insurance or S1 certificate issued by the country of origin or the Entitlement Certificate if the applicant is already in hold of the said certificate
- Application Form J signed in wet ink signature or Advanced Electronic Signatures (AES) or Qualified Electronic Signatures (QES)
- GDPR Form signed in wet ink signature or Advanced Electronic Signatures (AES) or Qualified Electronic Signatures (QES)
Note: Any document (excluding S1, A1 or S072) needs to be either in English or Maltese language, otherwise needs to be officially translated to English or Maltese by a verified translator
Kindly note that applicants in hold of a valid or expired residence card shall return their residence card upon biometric appointment. If your residence card is lost, a Police Lost Report issued here in Malta needs to be presented upon appointment.
Timeline
The entire process takes approximately 30 working days.
