Expatriates Unit

An EU Blue Card gives highly qualified workers from outside the EU the right to live and work in an EU country, provided they have higher professional qualifications, and an employment contract or a binding job offer with a high salary compared to the average in the EU country where the job is. The EU Blue Card applies in 25 of the 27 EU countries. It does not apply in Denmark and Ireland.

 

Blue Card Applicants must submit proof of one job advert for a minimum of two weeks within the two months prior to application on an appropriate local media platform. Applicable fee:

 

  • First-time applications €600
  • Renewal applications €150 per year for the duration of the permit (up to three years)

Should a Blue Card permit holder change his employment, this has to be communicated to the Agency through eubluecard.identita@gov.mt

The right of the EU Blue Card holder to change employment may be suspended for a maximum period of thirty (30) days from the date of the communication with Identità until Identità verifies that the conditions for admission laid down in regulation 4 of SL 217.27 of the Laws of Malta are fulfilled and that further evaluations are carried out by Jobsplus in terms of Regulation 6(1)(e) of  SL 217.27 of the Laws of Malta, if the change of employment, falls within the first twelve (12) months of being in possession of an EU Blue Card Permit.
