General Overview
- As of January 2026, Malta introduced a mandatory Pre-Departure Course for all Third-Country Nationals (TCNs) applying for a Single Permit for the first time.
- The course ensures incoming workers meet minimum standards in skills, English language and cultural awareness.
- It serves as Malta’s official method of confirming that new workers are prepared for the workplace and capable of integrating into the community.
- A valid Pre-Departure Course Certificate will be required for all first-time Single Permit applications.
- The system consists of two parts:
- Part 1: National integration requirements
- Part 2: Sector-specific skills validation (only for certain occupations)
Part 1: Pre-Departure Integration Course (Mandatory)
Course Components:
- Two online modules:
- Living and Working in Malta
- Rights and Obligations in the Workplace
- Each module includes:
- 10–12 hours of learning
- Video lessons, reading materials, and practice assignments
- Assessments at the end of each module
Interview Requirement:
- A 20-minute live online interview to verify:
- English language proficiency
- Understanding of the course content
- Interviews are conducted at:
- ITS Malta, or
- An authorised Global Assessment Centre
Completion Timeline:
- Candidates have up to 42 days to complete Part 1.
- Course materials may be revisited before the final interview.
Part 2: Sector-Specific Certification (Only for Certain Occupations)
Who Needs Part 2:
- Required for sectors governed by their own subsidiary legislation.
- Applies to roles requiring additional training, such as:
- Tourism
- Hospitality
- Both the Pre-Departure Course and the Skills Pass are required for eligibility.
Structure:
- Additional online modules and assessments may be introduced depending on sector policies or legal frameworks.
- Sector-specific components form part of the Phase 2 interview.
- Modules and assessments are:
- Managed by the sector’s responsible authority
- Based on National Occupational Standards
- Developed in alignment with Skills Pass Unit guidelines
Process and Implementation Timeline:
- The entire process is completed online via the Skills Pass Portal.
- This is followed by an in-person verification interview at a designated assessment centre worldwide.
- 5 January 2026: Pre-Departure Portal opened; applicants may begin the course.
- 1 March 2026: Identità starts verifying the Pre-Departure Course Certificates as part of the work permit process.
Cost:
- The Pre-Departure Course fee is €250.
