Care and custody, even if exclusive, are not enough on their own for one parent to sign the passport application alone. The court application or contract must include a clause stating that one parent may sign without the other parent’s consent.   If the contract specifically states that the father or mother can apply and collect their child’s passport without the other parent’s signature, then we may proceed with the passport application.  The original document of the parent must always be submitted on application.
