Identità was established in 2013 and is responsible for citizens’ identity management and the implementation of migration processes.
The government agency offers a specialised public service in matters relating to e-ID cards, e-Passports, visas, residence documents, acts of civil status and public deeds. These functions were grouped under one corporate identity, which is governed by the Public Administration Act. Identità aims to achieve the highest level of service excellence without compromising security.

Identity Cards Unit
The Identity Cards Unit is responsible for issuing e-ID cards to Maltese citizens. It also manages the registration and maintenance of e-ID virtual accounts, ensuring citizens have secure access to digital public services.
Passport Office
The Passport Office handles the issuing of e-Passports to Maltese citizens. These passports comply with international standards, offering both security and convenience for travel.
Public Registry
The Public Registry records and provides certificates of acts of civil status. This includes birth, marriage, and death certificates, which serve as official records for citizens throughout their lives.
Searches Unit
The Searches Unit manages the enrolment of testamentary wills and the registration of hypothec and privilege notes. It also carries out individual searches relating to the transfer of immovable property, whether between living persons (inter vivos) or following death (causa mortis).
Central Visa Unit
The Central Visa Unit is entrusted with issuing visas in accordance with national policies and the provisions of the Schengen Acquis. This ensures that Malta’s visa system is aligned with both local regulations and European standards.
Expatriates Unit
The Expatriates Unit is responsible for issuing residence documents to EU nationals and residence permits to third-country nationals. It also plays a key role in implementing Malta’s migration policies, ensuring fair and regulated procedures for all applicants.
Corporate Department
The Corporate Unit brings together the internal functions that support the smooth running of Identità. Within this unit, the Human Resources Department manages recruitment, employee development, and staff welfare. The Finance Department oversees budgeting, accounts, and the efficient allocation of resources. The Legal Department provides legal guidance, ensuring the agency operates in line with national laws and regulations. The PR and Marketing Department is responsible for communication strategies, public outreach, and the promotion of the agency’s services. The IT Department supports the agency’s digital infrastructure, ensuring secure and efficient technological systems. Finally, the Policy and Strategy Department develops and monitors policies that guide the agency’s long-term vision and operations. Together, these departments form the backbone of the agency’s corporate services, ensuring that Identità functions effectively and strategically.
