Expatriates Unit
Overview
EU nationals who are exercising their right of free movement in Malta, and are either employed, self-employed, economically self-sufficient, or studying, may have their immediate family members join and accompany them in Malta.

Eligibility
The family members who may join the EU national include the immediate family members, which would include a spouse, a durable partner with whom the EU national has been in a relationship for at least two (2) years, and any children under the age of twenty-one (21). Children over the age of twenty-one (21), parents and parents-in-law of the EU national, may also be granted facilitation to join the EU national in Malta provided it can be proven to the satisfaction of Identità that such family member is fully dependent on the EU national due to serious health reasons.

Documents required
Depending on the relationship of the EU national with the family member, different documents may be requested. The documentation includes:
- Original and copy of passport/Foreign ID Card (Bio data page only);
- Non-EU applicants must submit full copy of the passport;
- Original and copy of the sponsors passport and residence document (if applicable);
- Original and copy of the birth/marriage certificates proving the relationship to the main sponsor;
- Where the sponsor is residing in Malta on the basis of economic self-sufficiency, family members or partners of EU nationals must prove they are covered by comprehensive sickness insurance in respect of all risks in Malta. Students must also provide insurance unless they are studying at the University of Malta, MCAST or ITS ONLY, where they do not need to provide health insurance.
Health Insurance Policy for NON-EU nationals must be of a minimum coverage limit of €100,000, providing medical treatment including inpatients’ and outpatients’ hospitalisation coverage in Malta; - Form CEA F.01 / F.02

Additional documentation, when the family member is a:
- Minor child of an EU national:
- Where the family member is a minor and not residing with both parents:
- where the sponsor has sole custody, legal proof of care and full custody is required;
- where the custody is shared a signed agreement of the other parent’s concession is required.
Note: Non-EU issued documents must be legalised and apostilled.
- Where the family member is a minor and not residing with both parents:
- Dependent other family member of an EU national:
- Proof of dependency by documentation;
- Declaration letter from the main sponsor stating that he/she is supporting the
- dependent parent signed and dated;
- Declaration letter from the applicant stating that she is fully dependent on the main sponsor signed and dated.
- Dependent child over 21 years of an EU national:
- Proof of dependency (financially/health or both) by documentation;
- Declaration letter from the main sponsor stating that he/she is supporting the dependent child signed and dated.
- Partner of an EU national:
- The applicant must prove to the satisfaction of the Agency that the applicant and the sponsor were in a durable relationship for at least two (2) years prior to the application.
Note: Any documents provided in another language must be officially translated to English or Maltese.
Timeline
The entire process takes approximately 30 working days.
