Overview

 

EU nationals who wish to reside in Malta for more than three (3) months, and are economically self-sufficient, must register their presence in Malta and may do so, provided that they demonstrate sufficient resources confirming such eligibility.

Eligibility

 

The applicant must prove that they have sufficient resources, ensuring that they do not become a burden on the social benefits system in Malta. The resources available to the EU nationals shall be deemed sufficient if they are equivalent to the minimum means that determine the grant of social assistance to Maltese nationals. The applicant must also provide proof that they have a valid comprehensive sickness insurance cover in Malta.

 

How to apply

 

Applicants may apply through the Expatriates Unit Portal.

 

Documents required

 

  • Original and copy of passport/Foreign ID card (Bio data page only);
  • Original and copy of proof of sufficient means of subsistence evidenced by a copy of pension/secure bonds/bank statements which amount to at least the minimum means which determine the grant of social assistance to Maltese nationals;
  • Original and copy of the comprehensive health insurance, or S1 certificate issued by the country of origin, or the entitlement certificate, that will cover the individual for 1 year in Malta. The entitlement certificate can be collected from St. Luke’s Hospital, Pietà, Malta;
  • Application Form J;
  • GDPR Form.

Those in possession of authorisation to reside in Malta on the basis of the scheme by the Commissioner of Revenue including the Malta Permanent Residence or Retirement Programme, the applicant would also need to provide:

 

  • Original and copy of the document issued from the Commissioner for Revenue(CFR) including the Tax Payer reference number included in the document.

Applicants not in possession of sufficient financial means in their own regard, but are going to be providing services, not in the form of employment, with a Host entity (such as an Order, a Voluntary Organisation, a Company as an Intern), will be able to provide an alternative document to that attesting to their sufficient means.

 

  • A document from the Host entity confirming the purpose of residence, the duration of stay and place of residence. Such document must confirm that such entity will be ensuring that the EU national does not become a burden on the State, and that all financial needs of the EU national, and of their family members who are joining and accompanying them in Malta, will be seen by the Host entity.

Note: Any documents provided in another language must be officially translated in English or Maltese.

 

Timeline

 

The entire process takes approximately 30 working days.
